TITLE IX COMPLIANCE

Title IX of the Education Amendments Act of 1972 is a federal law that states: "No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance."
 
From the OSPI website: “Equity in School Athletic Programs: Under state and federal law, the overall benefits and treatment of athletic programs for girls and boys must be equitable. All interscholastic, club, or intramural athletics operated, sponsored, or provided by the school district must provide similar benefits, opportunities, and treatment to female and male students.” 
 
For athletic directors, to remain in compliance with Title IX requires focus in three areas:
  1. Area 1 is SPORTS OFFERINGS at the school, which is looked at in two parts.
    1. Participation Offerings – measured through the Three Prong Test
      • Substantial Proportionality or
      • History & Continuing Practice of Program Expansion or
      • Full & Effective Accommodation of Athletic Interests
    2. Levels of Competition – measured by the Two Prong Test
      • Equivalently Advanced Competitive Opportunities or
      • History & Continuing Practice of Improvement
  2. Area 2 is FINANCIAL AID
  3. Area 3 is OTHER ATHLETICS BENEFITS
  • P    protective athletic equipment & athletic supplies
  • L    locker rooms and practice/competition facilities
  • A    allocation of travel/transportation/per diem benefits
  • Y    years of experience, quality & salaries of coaches
  • I     institutional housing/dining facilities & services
  • N    nature of publicity, marketing & media services
  • G    game/practice times & scheduling
  • F    facilities for & access to training & medical services
  • A    academic tutoring services for student-athletes
  • I     institutional support services for athletic programs
  • R    recruiting resources provided to athletic programs
